Tools /internet options pops up for a second and closes

Anyone know how to fix this problem with windows xp. when i click on tools and click on internet options it pops open in a small box and disapears. I can't clear my cache or anything.

Try using CCleaner v2.06.567 - Slim - No Toolbar. See if that helps.
