safe mode

hello! i have a problem with my win me computer i cannot get out of safe mode.
i cannot use a boot disk nor can i reformat the computer everytime i start the computer it starts in safe mode i really need help with this problem

    check this file C:\boot.ini
    to see if there is any words about "safeboot"
    delete them save the file
    OR
    you can type "msconfig" in "run" to start the config utility
    and then check the tab of "boot.ini" to see if the "safeboot" option checked.

    after that reboot your system!
