SYSTEM.INI  FILE IS DAMAGED

 a friend gave me his used notebook computer with win 95 on it. its missing the diskette drive but has a cd rom
and i have access to another computer that burns discs.
the problem is he tried to upgrade it to win 98 for me yet was unsuccessful.

now when i start it up i get the error message that "a devise file that is specified in the SYSTEM.INI  file is damaged. you may need to run windows set up program again. if the file is included in another software package, you may need to reinstall the software that uses the file." end message. i've tried a reboot disk for win 95 several times and tried reinstalling win 95 too yet same message. any thoughts? can i just wipe out the whole operating system and start clean yet how do i do that?
