Control Panel does not open ...

I have a Dell Inspiron 5150, Windows XP laptop. When I click on the control panel icon on my desktop [ including on my start menu ], my computer will blink, all the icons on the desktop will disappear, and in a few seconds, they will appear back on the screen. However, the control panel will not open. I have no idea why.

Scratch this post. I'm dealing with some horrible infections on this computer, and after I had followed the steps that evilfantasy told me earlier, I see that my control panel will now open!

Maybe I should have checked to see if it would open before I posted my previous message.
