computer will not startup

I was cleaning out temporary internet files and Bitdefender popped up with a virus alert. Each time I would acknowledge an alert another would pop up. Eventually the computer locked up. I performed a hard shutdown and now when I try to restart it wants me to choose between safe start, starting at my previous settings, or starting as is. No matter which choice I make the computer always comes back to that screen asking me to make the choice. Can I use the system restore disc and just re-install the OS, or will the virus persist even through that?

OS = Windows XP Home addition

    Not sure what is causing the problem but if you use your restore disc and do a re-install the whole hard drive will be wiped clean of everything....including virus's..
