Monitor loses signal when accesing the internet

I have a new hp computer, with vista os, norton antivirus that is up to date, registry cleaner, up to date. Old dell 17 inch monitor. 

The monitor, loses its signal when i start internet explorer.  At first it did this when the monitor was turned on and worked fine.  Now it loses its signal "shuts down" at random times also.

The pages seam to resize (gets slightly larger then smaller) when you go from page to page or maybe touch something on the page.

At first I thought this might be a virus but i keep my virus checker up to date and run it regularly along with spy ware. 

so is this my monitor?  my graphics card?

It just started one day and has been happening every since.

It does not do this with any of my other programs as of yet.
I would replace the monitor, if i thought it was the monitor but would like some advice before I do that>
windows vista home basic
amd athlon 64x2 dual core processor
Dell p991 on nvidia geforce 6150e   nforce430

Oh it does then go ahead and run after turning the monitor off and on again, till it desides to lose its signal again while using internet explorer.  I think messenger does not shut the monitor down tho.

Does it still do this in Safe Mode?

What Antivirus software do you have?

Did you download/install anything before this happened?

    Check that the monitor cable is securely fastened  - you may want to unplug the data cable (monitor cable) and re-plug.

    Also be sure that you are operating the monitor in a mode that it supports - frequency & screen resolution.
