i am running {windows 98SE} What is the best & safest way of moving or placing from precent  lower taskbar placement up to the vertical right or left sides on my PC screen?  the  only way now is to have an unusual exceptionial  PC error & then after reboot  the PC Windows program postions the taskbar either to the  bottom or to the  vertical left side! I prefer the sides for it gives myself a overall larger screen !

All you need to do is right click the taskbar and uncheck "Lock the taskbar".
Then you can move and resize it any way you want.
When you're happy with its placement, you can lock it again if you like.
Hope this helps.
