i think some one can write files and folders as fragmented.
What does this mean?

ok :)
thanks for ya guidance.
but my drive is ok and other media read very good.
let's me say an example:
you have this disk (cd or dvd).
here is the tree of files and folders.
 /doc/manual/xxx_en.pdf
                      xxx_fr.pdf
                      xxx_gr.pdf
                      xxx_it.pdf
   ...../tip/xxx_en.pdf
               xxx_fr.pdf
               xxx_gr.pdf
               xxx_it.pdf
/install/setup.msi
            multi_lang.exe
/support/read_me.html

ok.......
now , when you start copy , copy dialog show the progress of coping.
you see the content of "/doc/manual" are copy first and then "/install" and "/support" are coping.
but at the end you see the copy of "/doc/tip".

why it's happen? the "/tip" folder is subfolder of "/doc" .
they must be copied together.( /manual  and  /tip )

i think some one can write files and folders as fragmented.

What you are seeing is the normal writing of files...PDF's for example will take longer to burn than let's say a textfile.
In regards to location the directory structure as seen does not always follow how the files are laid out and burned on the CD itself.

Hopefully i've complicated matters with my response.
