    no arrows in safe mode

    This is windows XP Pro on a Pentium 4 Intel Celeron D (sorry, have no more details at the moment)
    The screen stays on  "start windows normally" The arrows will not move to access "safe mode"

      0.  "Num Lock" indicator (LED).  Is the Num Lock LED of the keyboard, top right, on or off?

      1.  Keyboard Interface.  Is this a wired USB keyboard, wired PS/2 keyboard, or something else?

      2.  Windows XP Professional.  What service pack level, if known (original, SP1, SP2, SP3)?

      3.  CMOS Settings for BIOS.  What is the make and model number of the computer, if brand name; otherwise make and model number of the motherboard?

        Keyboard num lock on

        Keyboard wired USB

        WinXP version 2002 service pack 2

        Have you tried unplugging your keyboard and plugging in a PS/2 keyboard?

          0.  Num Lock Indicator.  Well, if you're trying to use the up/down arrow keys on the numeric keypad, try hitting "Num Lock" key of keypad to disable Num Lock.

          If you're trying to use the up/down arrow keys located between the alphanumeric keys and the numeric keypad, I don't think Num Lock matters one way or the other.

          1.  USB Keyboard.  Verify settings for USB parameters within CMOS setup for your system BIOS.  Try the following value(s):

              o  USB Controller:  Enabled
              o  USB 2.0 Support:  Enabled
              o  Legacy USB Support:  Auto or Enabled

          Those parameters show up on page 35 of the User Manual for your motherboard.

          Also see You May Be Unable to Access the Windows Advanced Options Menu When You Use a USB Keyboard.  If there is not a separate CMOS parameter to enable USB keyboard, then the Legacy USB Support enabled should take care of it or as CBMatt suggested, use a PS/2 keyboard.

            Yes  works with ps2 keyboard
