Can't boot up and battery works fine

I have an HP Presario with Windows Vista. I can not get it to boot up. It starts to come on and all light start flashing as if coming up then it goes down. I thought perhaps the battery wasn't holding a charge or my adapter wires had a short. However, I have checked both out with another computer and all is working fine. Any pointers as to why my computer only flashes lighs on the keyboard as if trying to boot up? Nothing has appeared on the monitor.

    Try removing the battery and hold the power switch on for 10 seconds, release power button. Then plug in the power adapter and connect to laptop without the battery, turn on.
