This is interesting...
I just created Control Panel icon (Start>right click on Control Panel>Show on desktop), and I was able to delete it.
Home Premium here.

    Ditto here - but I 'deleted' it by: Start>Right-click Control Panel>deselected 'Show on Desktop'
