Flickering Cursor

The cursor arrow keeps flickering like a candle in the wind when I have my hand on it.   The mouse is the kind that doesn't need cleaning and I checked all the plugs, etc.  Do I just need a new mouse?

check connection in back of pc,do you have acess to another mouse to test out?
