Well, I'm not an expert when it comes to this particular area, but it definitely sounds like a problem with the modem and/or cable.  If you can connect perfectly elsewhere and your folks aren't having any trouble, then it doesn't make sense for the problem to be with your computer or the ISP.  But like I said, I'm not an expert.  Having little personal experience with networking, my knowledge only extends so far.  If you'd like, you can try taking this problem over to the Networking section of our forum to see if they have any insight.  Unfortunately, that section usually isn't as active, so a response might take a bit longer.
