Windows XP admin issue

I bought a computer and the Windows XP has "log onto Windows XP" with admin rights.  I would like to reinstall a clean version of Windows XP, but the system won't let me.  Any suggestion?

    The system is sticking out a finger from CD drive, and says: "Don't you dare to put any CD here". That's how....:)
