Computer restarts non-stop

hi, im new here, i been trying to pin point what the problem is that makes my computer restart continuously when i turn it on. i have a compaq presario 5000 series that uses windows millenium, i got a 30 gig hard drive and it came with a 64 mb chip and later on i added a 128 chip. a few months ago i tried starting up my computer and the compaq logo would start up and then the windows me logo and then it would restart with the same thing happening, there were times where i could get to safe mode but sometimes it would restart and sometimes it would not if i was lucky, i tried to get to bios after 1000 tries since it kept restarting, and i set everything to default, but that still didnt solve the problem, i tried re-seating all the ram chips and video and ethernet cards but still wouldnt work, also my cdrw has caused to get stuck and does not work anymore so i cant even do a quick restore, so i unplugged it from my pc. do you guys think it might be the power supply or maybe the battery? what should i do. and if i left any other info out please let me know. thanks in advance for your help!

Remove the RAM and try booting your computer with one stick at a time.

Also, get an external house-fan and blow at the computer.

i just tried it and the monitor stays black, with the orange light, now i know the monitor works cause i just plugged it in to my laptop and works just fine, also i connected the mouse and keyboard and neither of them light up

What about the fan? It is possible the computer is overheating. Restarting is a symptom of that.

how can i determine if the computer is overheating, and if it is what should i do to fix it?

Some computers have an option to detect temperatures in the BIOS.
Otherwise, you need to find out Inside Windows.

Download Speed Fan and install it.
When you run it, post the temperatures.

However, you mentioned you cannot keep Windows on, which Is why I suggested you put another fan next to the computer to cool it down.

ok i got a fan and put it next to my computer and then i turned it on but still same result

Try removing the CMOS Battery (on the motherboard) for 20 minutes and then putting it back in.
If that still doesn't work, see if you can replace the battery.

You could probably find it anywhere, Just bring it to a store (so you get the same model battery).

also forgot to mention that now that i start my pc, my optical mouse doesn't light up nor the lights on my keyboard
