i also wanna mention something ive noticed, i hooked up an older cd rom which doesnt read cds anymore, just to see if it makes the pc worse, and it seemed like it  had a hard time giving power to the cd rom, it would restart right away just like the other cd rom. do you think the power the supply is failing and isnt giving out enough power?  could that be possible at all?

I'm not sure what else I can do (at this point).

If you have another PSU, you can try it but, as I said, it's not my expertise i'm afraid.

Instead of buying one right away see if you can borrow one from someone overnite...
Make sure it is the same wattage or greater...if the symptoms improve replace it.
Don't buy a 20 dollar special or you'll be back in the same boat in no time...

          Follow patio's suggestion here.

Also, some good reading:  Power Supply Troubleshooting

Another thing that may need to be taken into consideration is the age of this computer, as well as the condition of the motherboard.

It could be the voltage regulator and/or the CPU on the motherboard causing this issue.  If so, then a new motherboard and/or CPU may be warranted.

Try patio's suggestion first...and then we'll take it from there.

            Can you get online?
If so, go find your Video Card Driver from either the video card manufacturers website or your computer manufacturers website and reinstall it.

            Power Supply is failing.

Before you draw the conclusion that your power supply has failed, make sure it is connected properly and set to the correct voltage. So don’t immediately run out and get a new power supply until you are sure that the old one is not any good. You don’t have to be a technician to detect some of the signs that your power supply is on the way out, but you do have to pay attention to your computer.

If you can not hear the fans turning, or if your system is hot , you have a problem.

Spontaneous reboots and lock ups are a warning sign. If your system, on occasion, decides to shut down on its own accord, it may be the power supply. A system that freezes up is a sign as well. These are often defensive mechanisms on the part of your motherboard.

Unhook all of your peripherals and try your system. If it works properly, then it might be one of your accessories that may be causing the problem rather than the PSU.

The best method for doing this is when you get you're new HDD use the manuf. FREE utilities to "clone" the old drive to the new drive...
Easy and painless and all your programs and data will be there.

You mentioned you cannot keep Windows on, which Is why I suggested you put another fan next to the computer to cool it down ;D
