I've seen examples of this, and I agree that Windows is not a good solution for many applications, a smaller OS designed for the task at hand, probably a distribution of Linux, would be much better and of course cheaper.

Too many "overqualified" decision makers not properly schooled on core competencies.  Too many use a "one-size-fits-all" solution.
