I have some how lost my control Panal!

I no longer have axcess to my control panel!

And when I try to remove any harware I get this message: This operation has been Cancelled due to restrictions on this Computer, Please contact your System Administrater.   It is a home computer that my family & I use there is No Administrater!!!

Please Help!
