I know how you can unblock a blocked file in Windows XP but is there anyway you can re-block them?

I'm using Windows XP Home Edition

When you download an .exe or.bat file from the internet, in the properties box of that file it says that it has come from another computer and what not. It also gives you the option to "unblock" it. Is there a way you can re-block or block files already on your computer?
