Can not move or delete files and folders. Whats wrong?

My computer is a HP Compaq Presario
Using Microsoft Windows XP
Home Edition
Version 2002
Service Pack 3

I can not move or delete files/folders using the drag and drop technique. I can however right-click and delete the file. And use the Gipo@fileUtilities to move the file on boot.

I've tried going in safe-mode and dragging the files/folders but that does not work.

I am almost 99% sure is not a virus as my virus scans my computer every night.
Whats the fix?
