Failed to Connect

I recently booted up my wifes laptop - it is a toshiba and is running on Vista.  I is usually quit fast, but this time it was not.  When it finally booted up, I have a message on my bottom right tool bar that says: 

Failed to connect to a windows service
Windows could not connect to the System Event Notification Services service.  This problem prevents limited users from logging on to the system.  As an administrative user, you can review the System Event Log for details about why the service didn't respond.

Now I can't get on the internet or pretty much anything.  Help would be greatly appreciated.

Go to Start/Run and type in services.msc and hit Enter...
Find "System Event Notification Services" and right click it and select start or restart...
