Okay that seems fine...

I just researched an idea that turns out it doesn't matter, I only thought that if this was a PCI-e 2.0 card and the slot was 1.1 then it wouldn't work, but turns out it will just fine.

When you have the card plugged in, but still boot to onboard, will windows recognize the card?

I have a Acer Aspire T690 running Windows Vista and purchased a Ati Radeon HD 3650 512mb graphics card and followed the instructions to install to a T and when i restarted with monitor connected to new card it was blank w/no signal. Contacted company and they informed me that i need to change my Bios from on-board to pci-e the problem i have no idea in Acer bios what to change it all Latin to me. can anyone tell me step by step how to change onboard to pci-e in bios....ty

So, are you able to see the BIOS screen? is it simply when windows starts that you encounter problems with the video?

If so, you could try either VGA mode or Safe mode at startup.

Then proceed to uninstall the graphics drivers for your on-board, and install the drivers for your new card.

Except I believe you will have already done so, since the instructions on the manual would have covered this.

Another option is to try to find updated drivers on-line.

No when i put in new video card i cannot see screen at all, but the card is working( well atleast the fan is running ) i have done exactly what the manual said for the installation of the new card as far as disabling the onboard in control panel and uninstalling its drivers then shutting cpu down and installing new card but when i turn the cpu back on it has no signal, i called company they said to disable the onboard through the BIOS and have listed all of the menu in Bios as well as alot of sub menus and tried 1 suggestion and still had no video did know where to go far there...by the way i have an acer aspire t690 and the card im installing is Visiontek Ati Radeon 3650 512 mb...

it is possible the Video card is simply DOA; the fan running isn't an indication of card health, just as a CPU heatsink fan running doesn't mean the CPU underneath is functional. This is especially true because the card uses a separate connector for extra power.

according to this you have three x1 PCI Express slots. make sure it is in the one closest to your power supply.

In addition, if your using a VGA monitor (with the 15-pin plug) as opposed to the DVI connection then make sure the dongle is securely plugged in.

also, follow patio's advice since he beat me to posting.

I was busy fiddling with my floopy drive.

when i hit enter on PCI Express Root Port Func it brings down sub menu:

          -PCI Express Port 1   (Auto)
          -PCI Express Port 2   (Auto)
          -PCI Express Port 3   (Auto)
          -PCI Express Port 4   (Auto)
          -PCI Express Port 5   (Auto)
          -PCI Express Port 6   (Auto)
          -PCI Compliancy Mode   (v1.0a)

          Those settings are correct...
I'm starting to suspect the card as well.
Is there another machine you can swap it in to test ? ?
Also you did reset the BIOS correct ? ?
