Umm, why is a computer program needed here?  Based on your brief comments, the question doesn't make sense.  Perhaps a much more detailed explanation of the situation would give us a clear picture of why you're asking the quetion and exactly what the requirements are.

Write the Ten tasks on a blackboard...
Place the Ten names in a hat...
Start with the first task and pull one name out of the hat...that is his task...
    Repeat.

      naw, those are boring ways.

Randomize a deck of flash cards with the jobs on them.
Have all ten stand on large pillars above pits of lava. As each person falls into the lava, bursts into flames and dies a painful burning death, give them a card. That is there job. And the... hmm, that won't work, I suppose they would be dead, didn't think that through- Alright then- you have ten Silos full of Grain, raised up a few feet by old rickety creasote covered driftwood. Now, one person stands underneath each one during a heavy earthquake. As each person is crushed to death under the tons and tons of grain, they are give.... Ack, Darn it again! This is much harder then it look! Alright, alright- this one should work, there are ten sharks....
