Cannot get past manufacturer splash screen

Packard Bell desktop running Vista.  As I turn on, the Packard Bell splash screen appears as normal but am unable to proceed beyond this point.  Inserting either the Packard Bell System Recovery disk or the Windows installation disk has no effect.  Splash screen instructs me to press F8 to access the BIOS (to tell the computer to boot from the CD).  Pressing F8 as the splash screen appears has no effect.  It is a 250 GB Hard Drive that is relatively new.  I am not worried about losing data because I always back up my files and folders on an external drive.  I just want to be able to reach a position where I can re-install Windows.

You're reading something wrong. PB uses F1, F2, or DEL to enter BIOS.
