Scanners and camera folder

My scanners and camera folder will not recognize my HP scanner or my Logitec webcam.  I am using XP home.  I have uninstalled and reinstalled both pieces several times with the same result.

Are you able to use the HP scanner or Logitec webcam from another location?  Have the devices ever worked correctly?  Did the devices come with installation CDs?
