Having trouble getting to certain websites on Internet Explorer

I have a Dell laptop running Windows Vista and using Explorer as the browser.  Most webites I have no problem getting to, but there are some that I can't get to.  For example, I cannot get to TD Banknorth, cannot login on Ebay, and other sites as well.  Any suggestions on what might be wrong?

I do not have Firefox, so I'll have to download it.  What would be the safest site to get it from? 
I cannot find where it tells you what version of IE I have either. Thanks

thanks...I have IE 7 and have downloaded Firefox as well.  I am running Firefox now and some sites seem to load faster than on IE, but I still am unable to get to the ones I listed.

To possibly narrow the problem down, this problem exists on both our laptop running Vista and our desktop which is a little older and runs XP Home.  We had Comcast bring us a new modem and the problem still exists.  Does this lead to Comcast being the problem?

The only ones I can find are Norton and Windows Firewall.  Would there be a way to find out if there are more?

See, if same thing happens in Safe Mode with Networking (to eliminate security programs influence, especially Norton).

Tried that...does the same thing.

Turn off computer. Disconnect router, and modem from power source for 30 seconds.
Power them back on.
Restart computer.

If that doesn't work, bypass router, and connect computer straight to the modem.

If that doesn't work...
Go Start>Run (Start search in Vista), type in:
cmd
Click OK (in Vista, while holding CTRL, and SHIFT, press Enter).

In Command Prompt window, type in following commands, and hit Enter after each one:
ipconfig /flushdns
ipconfig /registerdns
ipconfig /release
ipconfig /renew

Restart computer.

If that doesn't work...
Go Start>Run (Start search in Vista), type in:
cmd
Click OK (in Vista, while holding CTRL, and SHIFT, press Enter).

At Command Prompt, type in:
netsh int ip reset reset.log
Hit Enter.
Type in:
netsh winsock reset catalog
Hit Enter.

Restart computer.


If that doesn't work...
Download, install, and run WinSockFix: http://www.softpedia.com/get/Tweak/Network-Tweak/WinSockFix.shtml
Restart computer, and check again.

Tried it all on both computers...still no dice.  Would this mean it is on Comcast's end?
