new hard drive w. xp installed but won't boot

Okay, I just got a shiny new hard drive but when I formatted it and installed windows xp on it it does nothing.  It I try to just boot up like normal it will just show the dell for a second and go to a black screen.  It will pretend to read the disk for hours until I shut it off.  I've created a single large partition and installed xp on it already but when I try to install xp on it it tells me that that I shouldn't install 2 operating systems on 1 drive so I assume that the first time I installed it, it installed correctly.  I've tried changing the boot order so that the hard drive boots before the CD or anything else.  I've also tried a repair and couldn't figure that out.  I've even reformatted and reinstalled xp once.  Please, what am I missing or where did I go wrong. Did you remember to set the drive or first partition as active when you set it up ? ?
