First desktop build, very poor performance.

I recently built a computer (my first) and I'm very disappointed with its performance. I know there has to be something stupid I'm overlooking.

    AMD Phenom II x4 940 3.0GHz
    ASUS M4A79 Deluxe BIOS   1202 03/30/2009
    GeIL Evo One 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 1066
    ASUS EAH4870 DK/HTDI/1GD5 Radeon HD 4870   CCC version 9.4
    CORSAIR CMPSU-750TX 750W ATX12V / EPS12V
    Western Digital Caviar Black WD5001AALS 500GB 7200 RPM 32MB Cache SATA 3.0Gb
    Vista X64 SP1

Nothing is over clocked, it never crashes. Did all the Vista updates, graphics card has the latest drivers from AMD. I get no error messages whatsoever. I disabled the cool and quiet in the BIOS, and in the Vista Power Settings I've set it to Performance.

The problem is when I run MS FSX I get between 10 - 20 FPS. I tried messing around with the game and CCC settings (find a happy medium) but they don't seem to make more then a few FPS difference.

Tried setting all the graphics to max and med/low for a comparison.
    CCC Settings

    Anti Aliasing: x8 / x2
    Filter: Edge detect: x24 / x2
    Anisotropic Filtering: x16 / x2
    Catalyst A.I.: Advanced / Disabled
Minimap Detail Level: Quality / Performance
Wait for vertical refresh: Always On / Always Off
Adaptive Anti Aliasing: Quality / Disabled
Open GL: Triple Buffering / Off

    In game settings

    Resolution: 1600x1200 / 1280-960
    Target Framerate: 30 / 30
    Preview DX10: checked / Off
    Filtering Anisotropic / None
    Anti Aliasing checked / Off

Scenery complexity, autogen, detail, mesh complexity/resolution, texture resolution and water effects
all maxed / Sparse or mid/low range

    Cloud distance.density maxed / Mid/low range

FPS 4-10 long load times / 8-14 shorter load times

    JFK, Airbus A321

I know it's a demanding game and all but something is not right. Even with the game aside the 3DMark Vantage Score is ridiculous.

    I did run the GPU-Z and it showed the right bus interface, PCI-E x 16 @ 16 2.

I did look at the bios and everything seems fine there. The temps/voltages are within the MB ranges for processor and memory. Checked the voltages in the hardware monitor menu in the BIOS and VCORE was between 1.387 -1.390 but the 12V was at 11.476V (no load). According the Corsair there is a +/- 5% tolerance (11.4V-12.6V) and this is within limits. All the drives and graphics card are recognized. I don't really feel comfortable messing around with the voltages for the processor.

Im running the basic FSX, SP2 with the DX10 enabled. No other mods installed.

    3DMark Vantage Score

    P7859 3DMarks
    CPU Score
    10167
    Graphics Score
    7306

The CPU score seems to be about right for stock speeds, but the gfx performance is off...

    UPDATE:
Updated the motherboard BIOS from 0903 02/09/2009 to 1202 03/30/2009.  I see they have a brand new one out that I have yet to try (1402).

Updated the drivers (tried AMD and ASUS drivers), used the drive sweeper before the new install. No change.   Currently running ATI 9.4 with CCC.

Tried using a different PCI-E slot for the card, disabling the on board hi definition audio, LAN and firewire 1394 from the BIOS. Still no change.

Does anybody know anything about IRQ conflicts/sharing?
I checked the device manager and I get NO yellow exclamation points in there.

I’ve been tweaking around with this thing for a week or so now and I’m in need of new ideas.
I posted this in the Computer Hardware and Microsoft Windows forums.  I’m still not sure if it’s a software or hardware issue.

I’m pulling the hair out of my head with this thing and any help would be greatly appreciated.
