question mark problems

I have a Toshiba windows vista portege M800. Hope thats enough info.
Sometimes when I go to type a ?, I get the Red E w/ the little slash above it. It looks french or something. It's very frustrating. ???

    Try Control Panel, Regional and Language Options, Keyboards and Languages,
    >Change Keyboards. Select the keyboard you that's causing you grief and
     choose Remove.


    Another method with mixed results is to hold Ctrl and press Shift to change the ?
