Cannot click "connect to a network"

I'm running Vista Basic (home edition?) on a Dell Inspiron.

I am set up to automatically connect to my University wireless account, and have no trouble with that.

When I'm in another location (public library, coffee shop, etc), my computer detects the wireless networks are available.  However, when I click on "Connect to a Network," nothing happens.  It's as if the link is "unclickable."

I have tried updating the wireless driver, etc.  I can connect to anyone's modem/router with an ethernet cable just fine.

Help!
