Message: "Operation has been cancelled due to restrictions in effect on this com

I get the following message everytime I try to click on a link in my email(Microsoft Outlook) -"Operation has been cancelled due to restrictions in effect on this computer.  Please contact your system administrator".  This is my home computer, and I should be the administrator.  Does anyone have any ideas?

It does not matter.  Gives me the cancelled message to all the sites I try to visit from my email, I mean ALL.  When I am not in Outlook, I can go where ever I want to go on the internet.
