The file itself may be corrupted.

Go Start>Run ("Start Search" in Vista), type in:
sfc /scannow
Click OK (hold CTRL, and SHIFT, hit Enter in Vista).
Have Windows CD/DVD handy.
If System File Checker (sfc) will find any errors, it may ask you for the CD/DVD (rarely in Vista case).
If sfc won't find any errors in Windows XP, it'll simply quit, without any message.

Well, it looks like he'll have to get it. Borrow one?

    You'll need to buy it.
Sooner, or later, everyone needs Windows CD.

If they don't have any at Best Buy, any other suggestions of where I can purchase the CD? I don't remember seeing them around...

Any store, which sells computers should have them.
      Also, on-line, like Amazon.
