Programs that slow down music?

hey there. are there free programs that can slow down  the rate of the music playing?

Do you want to time-shift?  Or do you just want play any music track at a rate you specify?  If the former, Audacity can help.  If the latter, I believe VLC Media Player can playback at variable speeds.
