There could be all kinds of reasons for network activity (if indeed that's what a flashing light signifies). The computer could be downloading updates, for example. Windows computers by default are very "chatty", periodically shouting out to see if there are any other devices on the network. I wouldn't worry about it unless you have other reasons to suppose there's a problem.
