The motive is money.  "China has become a safe haven for Web site operators that use spam to promote their products ..."

Well, I was not aware of it.  In fact, I recall some media coverage a few years ago of a spammer based in Delaware, Ohio, less than 40 miles from where I live.  The guy was sending out millions of messages everyday.  As I recall, he was finally shutdown by authorities.

If you base your conclusion solely on population, then obviously they would have more Internet users.  But, the fact is they have had fewer than in the U.S., as the article says.  And, China is just now nearing the point where they will surpass the U.S.; it's projected to happen later this year. 

And, I might add, common sense would not lead to the conclusion that China would have had more Internet users all along.  Why?  Here's the answer, which, in my opinion, is obvious: Standard of living in the People's Republic of China.

China blocked the Internet completely in a certain provence a few days ago after the riots there. They blocked Twitter all over the country.
