help with newly built comp

i just finished building a new computer.  Everything is hooked up right but it wont turn on.  when i plug it in and flip the power supply switch in the back the power supply make a constant clicking noise. Does this mean my ps is damaged?

Suggestions:

1. Double check all cables connected
2. See to it that the PSU voltage is properly set
3. Make certain the PSU fan(s) are not obstructed in any way.
