Firewall sutting down

My firewall turns itself off when I am surfing the net.  I have Avg and run it everyday. No virus detected.  I also have advanced system care and run it every day?  I know it has to be a bug of some kind I just don't know how to catch it.

Is this Windows Firewall? Any other firewall that you are using or enabled?
