"WMS idle" message during shut down

During shut down of my windows XP I receive an error message that I have had in the past on another machine. In the window it says" WMS Idle" application is running and gives a button to shut down or it will time out and shut down most of the time.  ??? I cannot find it in the task manager application running list. Whats up?
