CPU overheated all of a sudden

Im having a heat related problem with my cpu.

The temperature of my cpu for the last few months is remains at a steady 60 degree celcius to 70 degree celcius. Yesterday I did a check on the temperate of my cpu its at 65 degree celsius .But right now my cpu heat rose to 85 degree celcius to 97 degree celcius just within the first few minutes when i switch on my pc. I check my rpm of my fan its working fine as usual and i check the system temperature of my mother board its also normal as usual. i took out my cpu and check on the surface. and i peeled off the layer of sticky

Have a look at your heat sink...

The layer of sticky was thermal paste. You will now need to replace it with [higher quality] thermal paste for (better) heat conduction.
