I need to know what causes this problem and what you think may be the problem...thanks for your future help

When I try to boot up my puter, the red light comes on and nothing happens...Hard drive is quiet and there'sno sound coming from it

I can remove the cable from the motherboard or hard drive and you can hear the hard drive start working..What causes this?

Would an IDE card help solve the problem?
