Has anyone come across a utility like the Matrox PowerDesk that allows you to divide the screen into multiple parts?

Take a look at http://windows.software.informer.com/download-windows-desktop-screen-divider/  I haven't used any of them, so I can't say for sure whether you can find something there that will serve your needs.

Alright, I found an app that will work and also found a couple dozen other apps that are pretty sweet too.
The desktop divider program is called GridMove..... http://jgpaiva.dcmembers.com/gridmove.html
And the site it's hosted on has tons of little programs that are really cool and handy. The site is http://www.donationcoder.com
My favorite is program is ToddlerTrap
Make sure you check out the site.

nVidia and ATI cards have a similar software, unless if it is intergrated.

Not with the specific feature he requires.
