Bios setup utility - need help please

I bought a new computer. I am trying to put an operating system onto it.   I cannot boot from my CD or USB drive   It will not even load Vista 64. I have considered putting in a A drive and feeding in the 6 windows XP Pro boot disks to load Xp Pro but would it help? I have resent defaults  to no avail.  When I boot up normally all I get is a black screen.  When I look at dir in DOS it shows everything in A  with no C mentioned  I have tried FDISK

When a boot disk is in the drive the computer tells me my drives are not active.

In the bios setup utility my boot setting configuration the devices are all in brackets.   The note on the side says a device enclose in parenthesis has been disabled int eh corresponding menu.  Is a bracket the same as a parenthesis?

How do I enable my devices?

In the bios go to the boot order setting and move the cd to the top of the list. Save and exit, boot to your cd.
