Outlook contacts list problems - alphabet by first name

I have the contacts in alphabet order by LAST NAME - but - when I go to send a message and hit the "To" button, the contact names are by FIRST NAME - What have I overlooked in the options for contacts or emails.
My friend is having the same problem.  We both have choosen the options to list by Last name but contacts to choose from for emails are by first name.  Help!  Thank you in advance.

In the contact card itself, enter the last name first in the FILE AS field
