Windows XP will not "restart"

When the "restart" option is selected in the "turn off computer" window, Windows XP terminates but does not restart.  The screen goes blank and nothing happens.  With a cold reboot, Windows starts up properly.   Why would the "restart" function not work?

Boot to safe mode. Now try to restart. What happens?

    Something has to be getting hung on the windows shut down. I forget the register key, but you can set Windows to show an extended message display upon shut down, showing each step of the shut down process.

    It's not a register, it's a registry. And apparently he can shut down, he just cannot restart - at least that's the way it sounds.

    Don't get hung up on one key. The guy must have missed the Y key. Maybe it could be part of the boot sequence, I'm not quite sure.

    Try opening the run box (WIN+R) and pasting this in it.
