I think you could try it. One of the concerns he would have is if some other board will line up with the slots on the backside of the computer. And of course, the power supply must have the right connector for the motherboard.
Older motherboards do not have the interface for the SATA drives.
Maybe the biggest problem of all, is finding the right memory sticks for an old motherboard. There are and was so many kinds.
Hard disk drives have not changed too much. Most of the older ones are just standard parallel interface. Floppy drives have not changed. Older CD-ROM drives are almost always just read rise, not write drives.
Keyboard and mouse should not be a problem.
Video cards are an issue, there are different kinds of AGP cards. The newer ones will not work in older motherboard.
But just go ahead and gather up a bunch of parts that you think might be usable, and come back here and tell us what you found.

You shouldn't have any problems with any of that hardware.  It won't be screaming fast, I think you are aware of that though.

CD-ROM drives, old or new, are always read-only drives. CD-RW drives can read and write using the correct type of disk. I am not sure what "read rise" means.

If you are going to pick up some new hardware, I would also recommend a new case - or at least a new power supply.  Some of the hardware may not like it, but that can be hard to determine in advance sometimes.  It still looks like it SHOULD be okay though.
