If you disabled the processes with msconfig you need to start re-enabling them one at a time, rebooting after each, until the problem recurs. Then you'll have identified the culprit.

After that you can download and run Mike Lin's Startup Control Panel. It's a very simple app and will allow you to disable any apps from starting that you choose. But msconfig is a diagnostic utility and should not be used to permanently disable apps from loading.

Well, by process of elimination it appears to be AVG watchdog service.

Okay, good enough. Again, do not use msconfig to make permanent changes. If you want to manage your startup items use Startup Control Panel or a similar app.
