Now, you're criticizing over procedure used in troubleshooting, and even this being the case you have no room to point fingers...
Your theory was that it was a driver problem in Windows 7, which I doubt because it's a brand new laptop, which will almost certainly have updated drivers.. On a side note: Given that the OP never mentioned that he/she tested your theory, there's no logic in going on to disabling WEP or any Firewall, because with out right drivers, nothing else would work.. Furthermore, an ISP service tech. came to her house and would have checked that, likely...
