Click start button, then right click for menu and choose open :

( There is a malfunction with "double click" ?)
Find a working mouse and try it.

Try right click for menu and choose open :
You cannot right click it, it will say the same thing: your current security settings do not allow this action.

Do a system restore to a day when all was well:

start, All Programs, accessories, System Tools and click System Restore.
