Operating system not found. Laptop will not boot up.

I have a HP laptop dv6646us and I can not get It to boot up with any recovery or windows installation cds.

All that happends is my cd drive runs for 5-10 mins then on the black screen it says "operating system not found_"

I had already uninstalled windows 7 and was going to install vista.

The only cd I can get my laptop to work with is DBAN disk wiper, so I used it to wipe the hard drive.

I checked both the  hard drive and memory to see if they were loose but they were not then I did a hard drive and memory test in the bios and my computer passed both tests.

I also changed the bios to default and set cd drive to boot first then the hard drive second.

Is there any way to fix this?

My computer uses the phoenix bios and is there any updates for the bios that i could burn to a cd then boot up from that might fix this error?

You are going to need an official Windows CD to re-install any OS on that machine...
The fact it works with DBan leads me to believe you are not booting to a Windows install CD.

ok, I just got an idea to try the installation cd from the desktop computer that i am using now and seems to be working even thought it is a different brand than hp it is an e-machine.

This is another proof to what patio said.
When you boot from your Windows DVD, do you see this:
Press any key to boot from CD
What kind of DVD is it?
Did the computer come with Vista preinstalled?

The CD from my desktop was able to install Vista on my laptop.
