Can not create a new folder

 somehow I lost the ability to create a new folder when I right click or clicking on new folder in the tool bar in any program. It only happens when I'm logged on to my user if I use guest it works fine. Does anyone know how to get this back? Using windows 7. Thanks.

It should work in Win 7.

Try using   (ctrl-shift n)  to create a new folder

I'm confused.
How could the keyboard be the culprit when the problem was only happening in one user account?

I have a wireless mouse and keyboard. After replacing the batteries in both the problem went away.
